The FPA's Level 3 Certificate in Fire Risk Assessment Foundation qualification, accredited by FireQual, provides essential training for individuals seeking to become a competent fire risk assessor, supporting you with foundation level competencies required to work on behalf of the Responsible Person or Duty Holder.

This Foundation Level 3 fire risk assessment course is designed for those at the beginning of a career as a fire risk assessor, who may be conducting fire risk assessments under supervision, including if you are participating in a programme of vocational training or enrolled in a fire risk assessment apprenticeship scheme.

The qualification serves as an entry point into the fire risk assessor learning and development pathway, and is aligned with the Foundation core competency level outlined in BS 8674:2025. In addition, the qualification acts as a gateway to a wider range of fire safety learning and development programmes, enabling you to broaden your fire safety knowledge base, participate in other continuing professional development (CPD) opportunities, and further develop your competence.

Learning outcomes

This fire risk assessment Level 3 qualification delivers an in-depth exploration of key areas relevant to Foundation fire risk assessment with the following learning objectives:

Successful completion of this course entitles learners to use post nominal letters.

The FPA has been awarded Direct Claim Status (DCS) for this qualification in recognition of the quality of its processes, procedures, delivery, assessment, and learner experience. DCS allows the FPA to claim learners’ qualification certificates without having to wait for an external quality assurance audit, meaning that learners do not experience delays in receiving proof of achievement and can be confident in the service they will experience.

How to apply

There are no formal requirements for entry onto this qualification.

Learners should have suitable literacy, numeracy, and communications skills, and access to appropriate premises and equipment for the assessment.

This Foundation Level 3 fire risk assessment training provides comprehensive insight into key topics, including:

  • Recognised methods for categorising fire risk
  • Recognised foundational methodologies for undertaking fire risk assessments in low to moderate risk buildings or premises
  • Effective evacuation arrangements and planning
  • Communicating assessment findings and action plans
  • Application of relevant fire safety legislation, guidance, standards, and codes of practice
  • Principles of building design, including compartmentation and construction techniques
  • Fire safety management procedures and arrangements

This qualification consists of a five day training course and 50 hours of guided learning. The total qualification time is 120 hours and typically takes around 3 to 4 months to complete.

Assessment

Assessments are designed to evaluate both theoretical understanding and practical application, ensuring a comprehensive measure of fire risk assessor competence. Learners will be assessed through methods such as observations, written assignments, professional discussions, and the compilation of evidence portfolios. These methods collectively ensure that the full scope of required skills and knowledge is thoroughly assessed.

  • Fire risk assessors at the beginning of their career or those working under supervision
