The FPA's Level 4 Certificate Fire Risk Assessment Intermediate qualification, accredited by FireQual, provides learners with the knowledge and skills to competently identify hazards and situations that could lead to fires in moderate risk buildings and premises. This includes reviewing existing fire safety measures and making recommendations to mitigate fire risks where necessary.

This Level 4 fire risk assessment course is designed for professionals progressing from Foundation to Intermediate level as outlined in BS 8674:2025. It is particularly aimed at in-house fire risk assessors, independent fire safety consultants, and those appointed by a Responsible Person or Duty Holder to carry out fire risk assessments in moderate risk environments.

Learning outcomes

This qualification delivers an in-depth exploration of key areas relevant to intermediate fire risk assessments with the following learning objectives:

  • Apply fire safety principles to analyse information when undertaking fire risk assessments in building or premises that can be categorised as presenting a moderate risk
  • Interpret the role, responsibilities and powers of enforcing authorities under all relevant fire safety legislation
  • Critically evaluate the requirements and limitations of specific fire safety measures that are required to mitigate fire development, growth and spread
  • Understand how the principles of building and premises design, construction, and maintenance influence fire safety outcomes
  • Critically evaluate fire safety management systems used in buildings and premises that can be categorised as presenting a moderate risk

  • FireQual Level 4 Certificate in Intermediate Fire Risk Assessment (RQF Level 4) - 610/6275/3

Successful completion of this course entitles learners to use post nominal letters. 

The FPA has been awarded Direct Claim Status (DCS) for this qualification in recognition of the quality of its processes, procedures, delivery, assessment, and learner experience. DCS allows the FPA to claim learners’ qualification certificates without having to wait for an external quality assurance audit, meaning that learners do not experience delays in receiving proof of achievement and can be confident in the service they will experience.

How to apply

Entry requirements for this qualification include evidence of completing the FireQual Level 3 Certificate in Foundation Fire Risk Assessment (610/6233/9) or equivalent.

Alternatively, candidates may evidence competence through prior experience in undertaking fire risk assessments in moderate-risk premises.

Learners should have suitable literacy, numeracy, and communications skills, and access to appropriate premises and equipment for the assessment.

A deposit of £250 + VAT is required upon application. This amount is non-refundable and will be applied toward the total course cost.

This qualification consists of a five day training course and 45 hours of guided learning. The total qualification time is 120 hours and typically takes around 3 to 4 months to complete.

Assessment

The learning and assessment process is designed to evaluate both theoretical understanding and practical application. Learners will be assessed through methods such as observations, written assignments, professional discussions, and the compilation of evidence portfolios. These methods collectively ensure that the full scope of required skills and knowledge is thoroughly assessed. 

This fire risk assessment qualification Level 4 is designed for fire safety professionals progressing from Foundation to Intermediate level outlined in BS 8674:2025. It is specifically designed for:

  • In-house fire risk assessors
  • Independent fire safety consultants
  • Responsible Persons or Duty Holders carrying out fire risk assessments in medium risk premises and buildings.
