The Fire Safety (Residential Evacuation Plans) (England) Regulations came into effect in 2025, introducing new requirements to improve the fire safety and evacuation of residents who may struggle to evacuate independently in the event of a fire.
These regulations shift the focus from building level risk to the needs of an individual, taking into account factors such as physical mobility challenges, sensory impairments, and cognitive conditions. They apply to high-rise residential buildings over 18 metres, as well as multi-residential buildings over 11 metres where simultaneous evacuation strategies are in place.
Designed for professionals responsible for fire safety in residential settings, this tutor-led online CPD course provides a clear introduction to Residential Personal Emergency Evacuation Plans (PEEPs) and Person-Centred Fire Risk Assessments (PCFRAs). You will gain a comprehensive understanding of the regulations, the duties of the Responsible Person, and how to assess and support residents with additional needs, enabling safe evacuations in a legally compliant way.
Learning outcomes
Upon completion of this course, you will be able to:
- Understand what Residential Personal Emergency Evacuation Plans (PEEPs) are and why they are required, including who the law applies to and the role of the Responsible Person
- Recognise when a resident may need support with emergency evacuation, particularly where mobility issues or other impairments may affect their ability to evacuate
- Understand the purpose of a person-centred fire risk assessment and evacuation statement
- Describe what reasonable and proportionate fire safety support looks like in practice, taking account of resident needs, consent, building risk, and escape routes
