As of 1 September 2025, applications submitted to the Building Safety Fund are no longer being accepted, with all new applications for remediation work to be made to the Cladding Safety Scheme (CSS) instead

Also closed are the social sector ACM cladding remediation fund and the private sector ACM cladding remediation fund. All new applications seeking government funding for remediation work at buildings over 11 metres in height in England will now need to be made to the Cladding Safety Scheme (CSS), which is managed by Homes England.

In an update, the Ministry of Housing, Communities, and Local Government (MHCLG) said that existing applications within each fund requiring remediation work would continue to progress, with guidance for each fund still applying to existing applications.

Formally launched in July 2023, the CSS meets the cost of life safety fire risks associated with cladding on residential buildings over 11 metres in height in England. Applicable as of 1 September 2025, all applications will be assessed by Homes England and should be made through the Building Remediation Hub service.

As Homes England states, the government scheme is “part of the wider Building Remediation Portfolio whose objectives include ensuring that residents are safe from risks associated with unsafe cladding”.

As per the Building Safety Act 2022 (BSA), the scheme offers funding for buildings that meet the technical eligibility criteria set out by the government and for applicants who meet the Responsible Entity criteria.

This includes funding for works which leaseholders would ordinarily be obliged to pay for under their lease terms but who now qualify for protection from costs associated with works to cladding (as the holder of a qualifying lease under Schedule 8 of the Building Safety Act).”

It is available to both private and social sector applicants, with applicants needing to prove they are legally responsible for the external repair and maintenance of the building and will also be responsible for completing the work.

As previously reported by the FPA, the government announced more than £1 billion of new investment to “accelerate the remediation of social housing” as part of its ongoing Remediation Action Plan. The investment enables social housing providers to have equal access to the government funding afforded to private building owners.

This means the CSS will now fund cladding remediation on social rented homes, affordable rented homes, and shared ownership units on the same basis as leasehold units,” Homes England said.
